Clause (k) of section 14 of the Energy Conservation
Act, 2001 (52 of 2001), provides that the Central Government in consultation
with the Bureau of Energy Efficiency, may direct that any designated
consumer shall furnish to the Designated Agency, in such form and
manner and within such period, as may be prescribed, the information
with regard to the energy consumed and action taken on the recommendations
of the accredited energy auditors. Further clause (l) of the same
section of the said Act provides that the every designated consumer
shall submit to the designated agency, a report in the form and manner
as may be prescribed, on the status of the energy consumption at
end of every financial year. The rules for submission of such information
and annual report to the designated agencies and the Bureau of Energy
Efficiency are under preparation. The following forms have been developed
as part of such rules and are open for improvement to make it more
comprehensive and complete with the purpose of achieving the objective
of the Act.

The Bureau of Energy Efficiency has started a pilot test concerning
the data sought to be submitted by the energy managers to the State
Designated Agencies and the Bureau of Energy Efficiency. All energy
managers and energy auditors, who have appeared in the last two
examinations conducted by BEE are eligible to participate in the
competitive test. The aim of the test is to establish a first set
of actual reports format, which an energy manager of a designated
consumer would submit/ report with respect to implemented energy
efficiency and conservation measures in their company.

For this pilot test it is not necessary to name the company, but
only the sector where measures had been implemented. The energy
managers and energy auditors may fill up the three forms using
the plant data and available reports. While filling out the form,
the difficulties encountered and possible solutions may also be
outlined.
The test has two more important functions:-
(i) The reporting format will be tested with respect to user friendliness
as well as comprehensiveness.
(ii) The data set will be used to explore and push automation
of data analysis and summary preparation by computer to a new innovative
level.
It is planned to have data of all submitted reports reviewed,
analysed and summarized by a custom tailored software programme
that will evolve from this pilot test. Reviewing, analyzing and
summarizing numerical as well as multiple choice data is a never
ending task and this exercise will only be the start. In general,
it is possible to check data for plausibility, logical and typographical
errors by a computer. A software can as well much better detect
inconsistencies in data reporting than a human being. However our
understanding is that this work will make progress through active
participation of all of you. At the beginning individual data entries
will be checked by 1 to 2 functions and within one or two years
each data entry may be checked by 5 to 20 functions based on the
learning curve of Engineers and Software Specialist involved in
this exercise.
Your participation and data will be of great value and IGEN will
honour the most complete and best data sets submitted, as well
as comments concerning optimization of the reporting format.
Eligibility, terms and conditions:
1. All energy managers and energy auditors, who have appeared
in the last two examinations conducted by BEE are eligible to participate
in the competitive test. The aim of the test is to establish a

energy efficiency and conservation measures in their company.
2. The technical paper should be sent as an attachment in the
form: MS Word.
Technical papers, sent by post will not be accepted.
3. The technical paper submitted will be reviewed by a technical
committee. The decision of the
committee is final and cannot be challenged under any circumstances.
4. The result will be announced after reviewing the entries.
The selected entries will be reimbursed a reasonable fee for professional
services rendered.
