There is a special purpose vehicle under the Kyoto protocol
called the Clean Development Mechanism, CDM, which is
as well supported by the GOI. For all those who are interested
in this mechanism the webpage http://cdm.unfccc.int/ is of interest. At Dr

will find a realistic and critical assessment of some
issues that evolved with
CDM under the heading “How clean is the
clean development mechanism. Give teeth will bite.” There is certain
illiteracy around concerning CDM and most proponents
wrongly think this is just another detailed project report
or bankable paper that adds a few lines of how harmful
Greenhouse gas emissions could be mitigated by the project.
The Indo German Energy Programme (IGEN) under Bureau
of Energy Efficiency (BEE), supports the CDM approach
for energy efficiency projects because it is felt that
this approach could be an excellent strategy for performance
contracting under an Energy Services Companies (ESCO)
contract. However at present it is not clear what type
of energy efficiency projects would have a chance to
satisfy the criteria under CDM and under Designated National
Authority (DNA) host country approval. In addition it
will be necessary to prepare a Project Design Document
(PDD) based on the format that is required under CDM.
We are inviting from our large reader base ideas about
energy efficiency projects that may qualify under CDM.
However everybody who submits an idea is advised to read
carefully and understand at the site http://cdm.unfccc.int/Reference/Documents the
a) CDM Project Design Document,
b) CDM PDD Glossary of Terms and
c) CDM Modalities and Procedures (Extract of Decision
17/CP.7).
Furthermore we request to provide us as a first step
only with a minimum of information such as
1. Project title
2. What type and how much of fossil fuel consumption
reduction will be achieved by your project idea?
3. Over how many years may the savings occur?
4. Are you introducing a new process or a new technology
or both?
5. Are you overcoming in a novel way some barriers to
energy efficiency?
6. Explain why your project proposal is a new idea for
India and may satisfy the additionality criteria under
CDM.
For
this issue #EE 10 we are not following our usual
award system since we are in the process of selecting
interesting ideas for CDM and at the same time encourage
a wide audience in industry to understand CDM. We will
award a finders fee of Rs 20,000 per project idea if
we take your proposal further and prepare a PDD for it
under CDM. We are presently looking for another 30 interesting
projects, which we will support through the project cycle
of approval by DNA and CDM Executive board.
