IPEEC-WEACT Capacity Building Event

The IPEEC-WEACT South Asia regional workshop will take place during December 14-16, 2011 in New Delhi, India. The workshop will be hosted by Ministry of Power/Bureau of Energy Efficiency of India and will consist of two parts:
• A one-day policy dialogue will feature presentations and panel discussions on energy efficiency in South Asia. The dialogue will bring together high-level officials from South Asia and elsewhere to discuss how energy efficiency can contribute to energy security, sustainable development, and economic competitiveness in the region.
• A two-day capacity building workshop is designed specifically for energy efficiency experts from South Asia. The workshop is aimed at strengthening the national and regional capacity to formulate, design, and implement energy efficiency policies and programs suited to regional conditions and country contexts.
The workshop will focus on topics of particular interest to South Asia, including:
1. Financing of energy efficiency measures.
2. Regional priorities and approaches to appliance standards and labeling.
3. Prospects for goals, targets and obligations on large energy users.
4. Institutional strengthening and capacity building for energy efficiency.

Designated Consumers - Cement Plants |
Submission of Report on the Status of Energy Consumption by Designated Consumers under EC Act, 2001 (as mandated under Energy Conservation Act, 2001) by 8th March, 2011 The undersigned is to refer to the above subject and to communicate that all the Cement Plants having annual energy consumption of 30,000 Metric Tonne of Oil Equivalent (MTOE) or above have been notified as Designated Consumers (DCs) under the Energy Conservation Act. As per the provisions of the amended Energy Conservation Act, 2001, the DCs of Cement Plants have to fulfill certain mandatory provisions including meeting norms and standards of specific energy consumption. These norms and standards are covered under Perform, Achieve & Trade (PAT) Scheme. As a part of the PAT component of National Mission for Enhanced Energy Efficiency (NMEEE), the Cement plants will be expected to improve the Specific Energy Consumption performance over a cycle of three years otherwise the DCs will be liable for penalty as per the provisions mandated under the EC Act. . BEE is the process of compiling the information for establishing the Specific Energy Consumption norms and standards for Cement Sector In this connection, please find attached a copy of the Summary Sheet for the Cement plants ; Instructions Summary. We would request you to submit the filled in format to BEE (Mr. Neeraj Dhingra, Project Engineer, 4th Floor, Sewa Bhawan, R.K.Puram, Sector-1, New Delhi-110066). A soft copy of the filled in format shall also be e mailed at ndhingra@beenet.in and a copy at k1kchakarvarti@hotmail.com positively by 8th March, 2011. The above information is required to be provided on priority basis as the norms and standards for the designated consumers in the cement sector are planned to be finalized by mid March,2011.
