Observation
on technical paper issue # EE 24
There was an overwhelming response for issue # EE 24, a total of 36 contributions
were received. This exercise shows again the power of public consultation
and its benefits. All contribution have been carefully examined and many
good advise and hints were received to improve the format of reporting.
The paper submitted by Mr. Narendra Mohan Majhi & Ms. Madhusree Maji
is interesting, comprehensive and to the point. It has received the first
prize.

Study
on Review of Energy Conservation Equipments
for Depreciation Benefits
Bureau
of Energy Efficiency has initiated a study
on Fiscal Incentives on Energy Saving Equipments/Devices.
A study to review the existing depreciation
incentives on energy conservation equipments/devices
has been entrusted to North India Technical
Consultancy Services (NITCON), Chandigarh.
During the last decade, several new energy
saving devices have been developed and used
in industry, commercial and domestic sectors.
In order to increase the penetration of these
technologies which have initial cost on the
higher side, require fiscal incentives such
as depreciation for income tax purposes.
The study intends to :
1. Review the existing list of Energy Efficient equipments for depreciation
benefits and
2. Identify New equipments/ devices that could be included under the
incentive scheme.
The findings of the study would form the basis for formulating a policy
frame work at the National level on the depreciation benefit/ incentives
being offered for energy conservation equipments.
In view of the importance of the study, it is very essential to have
first hand information from all the interested parties in this regard.
Accordingly, three brief questionnaires (Industry, Equipment Supplier,
Consultant), which may be duly filled-in and forwarded to us through
e-mail. You may select any one of the three questionnaires as appropriate.
Questionnaires have been designed to seek information on above energy
saving devices from industrial users, manufacturers and consultants.
These questionnaires are designed in visual basic for filling the same
in user-friendly manner. These Questionnaires can be downloaded on your
computer for making the entries. At the end of the programme it generates
a text file on your computer in`C’ Drive. You are requested to

NATIONAL
ENERGY CONSERVATION AWARDS 2005 FOR COMMERCIAL
BUILDINGS (PRIVATE SECTOR)
Ministry
of Power invites applications from the management
of Commercial buildings, (Private sector) which
are making systematic attempts for efficient
utilization and conservation of energy, for giving
special awards for 2005 based on their performance
during 2002-05. The salient features of the Award
Scheme are:
ELIGIBILITY
a) The scheme
is open to all buildings & building complexes
in the private sector, which are engaged in the
commercial activities and are having electrical
connected load of 200 kW and above. (Buildings
in the Government/ Public Sector to submit their
applications separately under National Energy
Conservation Award Scheme for Government Buildings
- 2005).
b) The nominated building should be in actual use for at least above-mentioned
three years.
c) Certificates to the effect that the nominated building is presently
following all the statutory requirements pertaining to the fire, safety
and pollution control (as applicable) should be attached along with the
questionnaire.
AWARDS
Awards
for the best and second best buildings will be
given in the form of Silver Plaques with appropriate
citations as may be decided by the Ministry of
Power.
The performance of buildings would be judged through questionnaires,
which would be evaluated by the Awards Committee. The decision of the
Committee will be final.

Life
Long Learning (3L) programme -
Request for feedback regarding
The Bureau of Energy Efficiency is planning to institutionalize an information
exchange and Life Long Learning platform (3L) for all professionals and enterprises
which are stakeholders in the Energy Conservation Act.
The Bureau communicates presently
through its two web pages www.bee-india.nic.in and www.energymanagertraining.com as
well as its numerous sector task force meetings and
small group activities. It has completed second year
of certification of energy managers and energy auditor’s
as well as accreditation of energy auditing firms
and interaction with a wide range of energy intensive
equipment suppliers and household appliances. The
Bureau is presently providing information to at least
11,000 stakeholders which may draw benefits from
a market oriented implementation of the Energy Conservation
Act on a continuous basis. Their need for information
and discussion differ vastly.
Based on the excellent and positive
experience with the small group activities on energy
conservation in larger industries and the sectoral
task force meetings, BEE is expanding value addition
to its existing cooperations.
In order to structure future 3 L
Programme, we request our stakeholders to fill out
the attached form for feedback. This letter is being
sent by e-mail to 11,000 stakeholders registered
with BEE on the website www.energymanagertraining.com.
The above feedback provided by stake holder would
assist us in framing and structuring an appropriate
Life Long Learning (3L) programme.
Please
send the feed back by 25th August 2005. Lucky
winner will be selected by computer on random
basis. The first 3 winner will be awarded Rs.
5,000/- each and next 5 winners will be awarded
Rs. 2,000/- each. The result will be announced
on 1st September 2005 on the website.

NATIONAL
ENERGY CONSERVATION AWARDS 2005 for
small , medium and large scale industries
OBJECTIVE
To
give national recognition to the selected Industrial
units who have made systematic and serious attempts
for efficient utilization and conservation of
energy during the years 2002-2003, 2003-2004
and 2004-2005.
AWARDS
First
and second prizes are proposed to be given in
each sub-sector in the form of a Silver Plaque
with appropriate citation on such awards as may
be decided by the Ministry of Power. The performance
of Units would be judged through the questionnaire
(format enclosed) which would be evaluated by
an Award Committee.
It is not necessary to give
first and second prize in each sub-sector.
The Award Committee would take a final decision
depending upon the number of entries received
in each sub-sector and other considerations.
An industrial unit getting
the First Position for the third year in a
row will be eligible for a "Special Prize" for
that year. The units getting Second and Third
Positions in that year will be given First
and Second Prize respectively. Also, the Second
Prize may be given to a unit for any number
of years.
The industrial unit eligible
for Special Prize for 3rd year in a row would
be given the highest prize, namely "Excellence
Award" (instead of Special Prize) in recognization
of its consistent performance. The rest of
the scheme would be same as indicated for the
Special Prize.
ELIGIBILITY
a) The scheme
is open to all industrial units in the following
sub-sectors:
Aluminium,
automobile, cement, ceramics, chemicals,
chlor-alkali, distillery and brewery, drugs & pharmaceuticals,
dairy, edible oil/vanaspati, fertilizers,
forging, foundries, glass, integrated steel,
mini steel, mining, paper & pulp, petrochemicals,
petroleum pipeline, refineries, refractory,
sugar, steel re-rolling mill, tea, tyre,
textile plants and general category.
b) From the year 2005, the
following new sub-sectors are also being included
in the Award Scheme:-
(i)
Plastic Industry
(ii) Jute Industry
(iii) Paints & Allied Product Industry
(iv) Consumer Goods
(v) Food Processing (food & vegetable, marine products, package & food
products, drinks & beverages)
c) If any industrial unit
does not fall under any of the above specified
sub-sectors, the unit is encouraged to send
its nomination under the sub-sector “General
Category”
