‘ Energy rating system for buildings and cars are next on the cards’
Power saved is power earned. Dr. Ajay Mathur, Director General, Bureau of Energy Efficiency, talks about the possibilities
Q: What’s the role of BEE?
A: The role of BEE is to network with and ensure participation of stakeholders such as industry associations, R& D institutions, manufacturers, Bureau of Indian Standards, etc. at all stages in the entire process of energy conservation. We also facilitate and assist manufacturers to develop testing procedures and protocols for determining energy performance, label setting, fixing of standards, and enforcement mechanisms. Besides, we encourage manufacturers to improve energy efficiency of equipment and appliances in the manufacturing stage.
Q: Your labelling and rating system for home appliances seems to have worked. Tell us about the process.
A: For various equipment and appliances of common use, there is wide variation in energy consumption of products made by different manufacturers. Further, information on a product’s energy consumption is often not easily available or easy to understand. Consequently, products in the market are energy intensive and inefficient. Energy efficiency labels are informative labels fixed to manufactured products which describe the product’s energy performance and rate the product on a comparative scale. This provides consumers with necessary information to enable making informed purchase. Standards and Labelling ( S& L) Programme is the most cost effective programme implemented all over the world. The S& L Programme in USA has resulted in avoided capacity of over 10, 000 MW. Over 35 countries have implemented such programmes. The S& L programme is to ensure that only energy efficient equipment and appliances would be made available to consumers. We randomly pick up samples of AC, microwaves and other household gadgets and send them to our affiliated labs in various parts of the country. These are checked and then rated in terms of energy efficiency. How much electricity consumed by the product, etc. Of course, it is not always easy to implement it. Many companies are yet to follow these norms. So our job is to educate the consumer who will finally demand only energy efficient products. This will naturally force the companies to make their appliances energy compliant.
Q: What about energy conservation in buildings?
A:
Large commercial buildings and industrial houses are major power guzzlers. There is plenty of scope to reduce wastage. Therefore, the focus is on to build highly efficient buildings. Thankfully, big corporates have realised the importance and is building green and energy efficient buildings. Of course, it works in their favour in terms of lower electricity bills! And since charity begins at home, we are already in the process of turning many government buildings into energy efficient. That includes CPWD, PMO, Rashtrapati Bhawan, Transport Bhawan, etc. Already 200 buildings across the country under various stages of construction are following conservation rules. We are also carrying out architect training programmes.
Q: What about the automobile section?
A: We are trying to develop a rating system for the automobile industry. It is a bit difficult, considering automobile manufacturers are not keen to upgrade their plants that cost extra money. But with consumer awareness, everyone will have to finally comply with the norms.
Q: Your “ Switch on to CFL” programme has become popular, but high prices keep people away from buying these lamps? What do you say?
A: CFL has been a success but yes, the high price is a barrier. We are in the process of starting a scheme to make CFL bulbs available at the price of a normal bulb.
Q: Is there any system in place to get children develop the ‘ save energy’ mindset?
A: Yes, it is prudent to start early. Saving energy is a habit that should be developed early in life. We are going into various schools to spread the message with our Beacon programme. We have also set up energy clubs in six states. Other activities include a national painting competition for children on energy conservation. We are spreading our network to SAARC countries now. We have also opened a Resource Centre which will have world class materials on energy efficiency. |

Energy Conservation Measure Compendium |
Bureau of Energy Efficiency has conducted the first annual survey in 2006. Based on the above, an Energy Conservation Measure Compendium has been prepared. This compendium collects the important energy conservation measures received from the various sub - sectors of Indian industries.
The technical information contained in this may prove useful to the professionals for taking similar projects and programmes in their establishment, wherever applicable. Note: The candidates (fresh registered and supplementary) who appeared in the 5th “National Certification Examination” conducted by BEE and administratively managed by NPC, are requested to submit the feedback form. The feed back will assist BEE in improving the certification process in future.
